I don't think there's even a man-portable projectile [I]capable[/I] of looping and then scoring a direct hit on a moving target since there's absolutely no need for anything you got within looping range to not just, you know, detonate when in proximity.
Clearly we need to have some sort of impractical missile shot program to prepare for a potential Combine invasion.

As for it flying for a long while after getting hit? I wouldn't be so sure. The fuel tanks would likely explode, which in addition to the missile explosion would render the plane as capable of flight as a sack of potatoes
It's better to plan and protect a stadium where thousands of people will be in one place, than to just say "Oh well if we shoot it down now it's going to land on Mrs. Smith's flower patch so we'll just let it hit its target"

I don't think this is the only defence they have, it's likely one of the very last lines of defence. They're already putting one of the new type 45 air defence ships in the river Thames during the games, which has a range of about 400km.

All the people here claiming there is no threat against the UK during the olympics, don't you think the British Security Services might have a slightly better idea that you about what the threat might be?
