Because recording is free speech? If you limit free speech by saying "no, but if there are people in it that they didn't ask for consent beforehand then it's illegal" that's not free speech.
There have been tremendously influential recordings done in public places without asking for consent beforehand (Rodney King, for example). If you make that illegal, you're limiting free speech.

But it's a crap example. There's an expectation of privacy in changing rooms because they're rooms in which people get un(and re)dressed, this can't be said for the street.
