I have a suspicion that modding support will only be to the extent of adding new furniture and clothes.

SimCity had amazing potential and hype, and felt amazingly good to play. But then the game came out and even if you ignore all the server issues the game was extremely hollow and grindy compared to previous games in the series. Which sucks because it looks and feels amazing to the point where its hard to go back to SC4. But whats the point when you "finish" building a city in a matter of a couple of hours and their region system didn't work nearly as well as they wanted it to?

It's not a simple flag "pools_enabled = true; toddlers_enabled = true;" The hardest part of toddlers and pools are the animations, not the logic. Toddlers more so because you're creating an entire new skeleton to work with.
