Why would they [I]have[/I] to accept it? I work for part of a bank that only accepts cheques in pound sterling. If you send us cash, foreign money, stamps, invalid cheques etc, we send it back and fine you £12.

He should have compromised with 1 $100 bill, 7 $5's and 2 $1s.
I don't understand why the cops making him unfold it was such a bad thing, or why some of you are calling him out for trying to be badass. Clearly it was just a creative prank type thing he did soley to put it on youtube and maybe get some people to laugh, including the officers that said he made their day. While he seemed kind of hostile at first they all thought it was hilarious in the end, and really, I'm sure the cops had SOMETHING better to do than meticiously unfold 137 pieces of paper. If they accidentally ripped one, it would be their fault, and I'm guessing they'd have to replace the bill themselves which defeats the purpose of a ticket in the first place. In the end they were probably much more willing to unfold them anyway because initially it just looked like the guy was giving them a slap in the face, and if anyone was in that position where you thought some douchebag went out of his way to make your life harder, your first thoughts wouldn't be "oh boy I can't wait to take this guy's shit." the end

He has the right to, he may seem like kind of an ass, but he can. The police that talk to him actually seem to know him pretty well, and enjoy seeing him.
Why do people do this? Man you're really showing that clerk who's just doing his job. While the cop who gave you the ticket will never even know of this. So badass what a rebel.
