While I would love kids to take the first approach I also realize that not every kid (or even every adult) is mentally capable of it. Of the three I would least like kids to take the third choice. So this leads to the second choice when the first is impossible.

Why is it so common to hear a perspective that is against responding specifically to bullies and bullying behavior and instead promotes an idea that it is up to the victim to be strong, rather than up to society to act to prevent it from happening in the first place?

because not everyone is sheltered to the point where they have to be in the same room as their parents at any given time? That's child abuse.
The way that schools handle bullying now is horrible.
The school I went to was too afraid to do anything about the bullies, so all they did was pamper the victims to make them feel better or dump them into special education to "put stress off them".
One person who went through this treatment ended up doing stuff like throwing pencils at other students during important exams, she got away with it for obvious reasons, though.

Like I said: It's just simply not realistic to try and stop bullying. We can and should punish specific instances of bullying, but that isn't nearly the same thing as stopping the act of bullying alltogether.

The study also mentions that parent participation was one of the largest predictors of a kid not being bullied. This also leads me to believe that the massive rise in single parent homes will also lead to a rises in victimization.

In the end I want the health of the bullied child as my top priority. Telling the bullied kid, "Don't worry, society will stop bullying" does nothing to help that kid while he is being bullied.

I don't know the details of how he did it but you don't necessarily need a rope or a hook to hang yourself.

The parents did know about him being bullied.
The knowledge of hanging yourself is pretty common, he could have seen it in a movie or a show, or heard about it. Or thought that it was a way of stopping himself breathing.
And if you look around in most houses, there are a surprising lot of things you can hang yourself from

Hhhhooooo I don't even want to get involved trying to reason with any of the thick blokes in this thread to begin with, (Two of them got banned already for it, heh.) but all I can say is that kind of crap shouldn't have happened, suicide is serious stuff. I was one of [i]those[/i] kids that suggested you should go kill yourself for whatever, and then bam, one day a good friend hung himself for unknown reasons, possibly bullying. Really sucks.
My brother had the same thing, he'd tell people to 'go neck yaself cunt' all the time, a mate commits suicide, and he hates the phrase and sees death as no joke anymore.
So, kid likes a cartoon, I don't see anything wrong. It's a children's cartoon, come on. Gender is no issue; oh shit, a girl watching Ed, Edd n Eddy or Samurai Jack? B-b-but that's, that's a [I][U]BOYS[/U][/I] cartoon! There's no goddamn problem. I watched a little of the show, eh, nice animation, interesting characters, actually tries to teach a small lesson here and there, that's all good and all. (Not something I stuck with mind you, I just gave it a try when suggested by friends.) Yes, it's girly and the MLP thing has been a girl related thing for decades, but I'm sure there were plenty of children, teen and maybe a few adults that enjoyed the 1970 cartoons even.
