I'm actually pretty surprised they took a shot at him with live ammunition; even shooting the leg you still run a major risk of hitting a big artery and having him bleed to death very quickly.
This is actually one of the main reasons US police are trained to never shoot unless the situation has escalated to require lethal force.

barrel length changes muzzle velocity, not accuracy and going by the video they were right across the street... probably not more than ~50 meters
