Yes, it is logically wrong.
Those gamers spent the exact same amount of money as everybody else to have the rights to own and play the game. Then Valve decides it allows user-created content to be sold, but only through their own strict screening process (so they essentially choose who gets the money and who doesn't).
I don't think it would work very well with those kinds of extremes. I do, however, believe that it could work out if they simply offered discounts to said "good players." Something like a 10-40% discount to "valuable players" and a standard price to the "undesirables". It would incentivize players to be better sports and be more considerate, without actually deterring people from buying there game.

I think this is the same article that talks about Source not getting a major update.
If only Team Fortress 2 still looked like that picture, I would be happy. I bought that game and now I can't even run it anymore due to the crap they put on it.
Gabe should focus more on the quality of the games and he would not have to create such a ridiculous scheme.

Thing is nobody's going to want to buy the game when they have to pay more than everyone else and then some MORE to use basic features like mic chat.

This system is ripe for abuse, glitches, and all around customer dissatisfaction. I don't really know what you're trying to argue here.

Terrible, terrible idea. Wouldn't even work in theory.
I guess it might not be that harmful financially if you applied it specifically to things like the Mannconomy Store in TF2 but it would still be suicide for their reputation.
