He used the democratic process to eventually usurp the government. True, he never held a direct majority but Germany's fucked up system at that time allowed him to garner just enough power anyway. Also Hindenburg was a dumb asshole but that's beside the point. The important thing is that a vast amount of people actually did vote for the Nazi party, it wasn't some direct coup or rebellion that led to their rise.
