It's an enormous country, so they manage that with only part of their potential economic strength.

The only two states that have not signed it are Nicaragua and Syria. The former thinks it doesn't go far enough and the latter is in the middle of a civil war.
America backed out because Trump believes climate change is a chinese hoax or something.

The deal was already signed by everyone before the US pulled out, though? This just shows that the rest of the world aren't a bunch of babies - in stark contrast to the US.
