The point is that you can't get the price competitive with current market leaders. Ever. Not going to happen with the S. Your comparison is irrelevant because the CVPI didn't have to have 70% stripped from the sticker price once it went full-time.
This is why the E7 failed so spectacularly. They expected departments to shell out $75,000+ for a car when most of them can't even afford half of that. Surprise, budgets are a thing.

Final verdict:
The Police Interceptor Utility is better in almost every way except for 0-60, however, police chases are for hanging with your perp instead of trying to catch up to him blazing quick. The Tesla has failed multiple times around the Nurburgring due to overheating and being limited. That would not be acceptable in a police chase. The SUV that many police departments are buying you may call apples and oranges but it's not. Most departments may only mix and match a little bit with their vehicles (Dodge Chargers and Ford Police Utility), and that's it.
The Police Interceptor Utility can be retooled with a tall cabin structure for emergency medical duties, a SWAT team, or a 4 man beat cop response team. I messed up my math, ignore me!

Umm, the only thing the PI-U has going for it are cost, reinforced glass and bullbars and reinforcements can be added onto any car, and I'm not going to include top speed as its a 1mph difference.
Hell, the tesla has more storage space then the PI-U and that things an SUV, you're also forgetting handling characteristics, one is going to handle like an SUV, the other isn't.
Not only that, but they serve different purposes, once again, one is an SUV, the other is a sedan.

Way to completely miss the point of that article. That article isn't saying "Look how dangerous Teslas are!" It's saying see how Tesla can be hacked just like any other car can, well you know how all those other car manufacturers have to issue a recall when their cars get hacked? Tesla just sends you an update over your wifi and it's fixed. Teslas are not more computerized than any other car out there. Not even close, don't be fooled by the giant touchscreens instead of dials, every other car is 85% computer 15% car too.
Kinda sucks they had to lower the acceleration, but it's still pretty damn fast.

You don't just stick bullbars on a car, you know. It's not as easy as just slapping them on there. Also the Tesla has more "cargo" space, but the SUV has more actual space.
