Let me explain something to you using simple words. When someone is being physically resistant to arrest or detention, a taser is a good option because if the taser is not used, injuries happen. Believe it or not, cops do not get paid enough to wade into fights and soak up blows like a sponge. As someone training to be a police officer, I can tell you that while I could easily get control of an assaultive high school student, I'd probably not be able to do it without cracking one of her ribs, badly bruising, or otherwise injuring her. Police prefer to avoid causing harm that'll take weeks to heal, if at all possible. The taser causes the subject, in typical cases, to temporarily lose motor control. Yes, it's painful, but that's all it is, and allows officers to get physical control of a subject without having to see a dentist later. There have been cases where officers misused the taser, but this wasn't one.

She was being handcuffed for refusing to go to school, and she fought that. I don't know what kind of fucked up school's you guys have over in the US and canada, but if a student refuses to go to school here, you call their parents, and if the problem persists, you call the school inspector and call the truancy in. The inspector will then have a talk with the student and it's parents and depending on the conversation either let it go or fine the parents.
Hell, we don't even have any 'police' in schools here (excluding the American school in the Netherlands which has it's own security and metal detectors and all that shit while being a sort of gated community with it's own track field in one of the richest parts of the city).

no i'd rather the cops weren't even called and this was solved in a reasonable and adult fashion and not just with police violence, but even then, i don't see how it's necessary to break a 17 year old girls arm in order to restrain her. i'm a 20 year old male and i've been restrained without my arms being broken

Past that point, the officer didn't have many options. Consider this from their point of view: When a cop tries to put handcuffs on someone, they are detaining that person. In this case it wouldn't have been an arrest, it'd have been a temporary suspension of freedom - restraint - because the officer perceived that she was being uncooperative, and a potentially violent risk to those around her. The second she pulled away, she went from being verbally resistant to physically resistant - The guide book classifies that as the next stage of force. This warrants, when necessary, a slightly higher use of force on the part of the police officer to maintain control of the subject.
You understand that at this point the cop can't simply decide "This isn't worth the trouble, not my problem." He'd lose his job.
When the cop warned her that he was going to use the taser if she didn't comply, he was giving her another chance to co-operate before using force. She remained resistant, and he did what he'd warned her he would. It just so happened that it wasn't nearly as effective as the cop hoped it would be.

I'm saying that they should never have tried to detain her in the first place. That was totally uncalled for and just plain stupid. She was mad already, and then you physically assault her by trying to detain her... This is why it's stupid to have an officer handling these things at a school. Send a teacher to talk to people like this, calm them. Not escalate the situation by trying to detain someone.

From what I understand there's a few small number of people out there that it just doesn't work on.
Or it could just not have been working, I guess the whole getting shot by a taser (as they did to her once or twice along with the drive stun it sounds) would hurt with or without the electricity behind it.
