16th street station is a shithole for starters. Actually most of the stops in the City are magnets for some of the most aggressive bums you'll see, and lots of drug use.

You are right that BART is a government body (special district). I think this is the first year in a long time that they've actually had a balanced budget. It would be surprising to me if BART even had enough cops on staff to man each station every day during hours of operation (they are pretty close to a 24/7 operation).
