You don't need to survey a significant part of the population to get an accurate result. Here's a simple hypothetical example of this. We have a town of 500,000 people, half of the believe that A is better then B. How many people should we have to survey to get an accurate estimate of A>Ber's? Surveying 10 random people would likely give you a fairly accurate result, provided they were randomly chosen. However, let's instead survey a random 100 people over the phone. Whether or not they answer the phone has no relation to whether they would think A is better then B, therefore surveying a small amount of the population over the phone makes perfect fucking sense.
