I do understand how government works, and it can work with very little money; especially the federal government. If you would read the Constitution, you would see there are only a handful of things the federal government can do, and almost none of them need any money.
On the other hand, state governments do need a little money for roads, police, fire departments. But thats about it.

No, it wouldn't work like that. Think of alcohol, there aren't random people in the school yards and on the street just selling it to kids. There would be regulations on sales. Of course kids would get of hold of it through older friends, but that is the same with alcohol. If you don't have any hookups, it is really difficult to get alcohol if you are underage.

The federal government actually gets a lot of money from California from the taxes on the medicinal marijuana, which is kind of ironic.

Right yeah and even then it is really hard to get that person to go in for you all the time as it is a hassle.
Legalizing this would be the right thing to do. For some odd reason, people just have to break the law. If marijuana is legalized, drug dealers will be terminated because they make money off the thing when it was illegal, and it would help stop the drug wars that are going on.
I am one of that 49%, one college town in particular, Boulder, is known for its hippie lifestyle and down to earth ways. 4/20 is absolutely huge, roughly 10k people sit around and smoke week all day.
