No, but if they have reason to believe that you will open fire on them, they have every right to perform a breach using an armored vehicle.
Also the guy ran a cock fighting ring. If you have ever looked into what goes on there, you can be damn sure that this guy isn't an animal lover.
All that said, he still has the right to sue, but I'm not about to side with the guy. It is a shame the puppy is dead, but it isn't a 100,000 dollar puppy.

No, they are supposed to ensure that people (like the guy's kids) don't get killed by NOT driving tanks though walls they can't see through. However, 100 rosters and a puppy are pretty good reasons to not drive through a wall as well.

Since WHEN is this an appropriate action? I have NEVER heard bulldozing using a fucking armoured vehicle as a form of breaching. Stop trying to defend them.

LAPD's armored vehicle even has a special attachment slot to affix what is basically a giant battering ram.
Drug houses often reinforce their entrances and windows, so police departments will elect to ram through the side in order to sidestep their defenses and catch them off guard.
I am not generally a fan of ramming through, because things like this happen, for stuff like this I generally like the reverse tactic. Smart SWAT teams will generally attach a hook to whatever they want to breach, and then pull backwards. This can minimize the risk and is also handy for breaching barred windows. However there are still occasions where this just isn't feasible. They generally have to use it on barred windows, because doors are frequently reinforced to withstand a battering ram (Pull the bars off the front door and you still have to contend with the door itself) but windows are a dangerous place to breach from due to the awkwardness of entering in the window with full gear.
Surprise, during a police breach, is generally going to save lives more than anything.
I have yet to see any evidence, however, that the guys running the ring were dangerous. They still don't deserve a dime, but breaching as they did was probably unnecessary.

It is extremely rare. The ram does not enter the house very far at all. I would imagine that a flashbang is significantly more likely to kill you. The house has usually been monitored for a while at that point, so they know who is in the building, and ideally they should also know that they are at least not on the opposite side of the wall you are ramming.
And if the SWAT team is doing their job right, the place should be filled with flash bangs. Teams often toss flashbangs in through various windows in order to further the confusion of a breach.
SWAT teams don't have x-ray vision, they can't see if someone is walking by that point in the house at the very second. It still has the likelihood to crush you or hit you. How do you think it killed that dog?

SWAT teams have a lovely variety of neat toys that let them see into places they shouldn't be able to. Therma camerals, snake cameras, laser mics, windows on the side of the house, mirrors on sticks, and simply knocking on one door with a fake package delivery while ramming the other.
They are generally professionals. The fact that you haven't heard of this before only emphasizes that fact because SWAT teams all over the US have been using rams for decades.

In this case the killing probably had less to do with ramming as a tactic and more with the fact that the driver was Steven Seagal.
I mean I don't know what kind of training he went through but he seems less than qualified to be doing this.
