ya but they've at least renovated it constantly, most of the building is below ground now, with the visitor center, transport tunnels, secret presidential monorail, secret congressional monorail, secret lizard people's ambassador's monorail..... all built under the hill

Politicians are like that. It ain't unique to US Congressmen/House Reps. Every western nation's politicians tend to not want to inconvenience themselves and will go out of their way towards that goal.
I know its £3.5bn but I feel the cost of doing so will only increase over time due to inflation. Do it now and it will save a lot of money in the future. We can't let a building of such historical significance go to waste. I imagine some people can only imagine having a building of that stature in their country and the political system that goes with it.
This seems appropriate.

I've ridden the super secret senator monorail. It was rad.

I can confirm the secret lizard people's ambassador's monorail also exists.
Just worked out the cost.
Every single person in the UK would have to pay £55.39 or £90.21 each to cover it.
I'll restore it brick by brick with my own patriotic hands using my sweat, blood and stern anglo tears as mortar if that's what it takes.
