They were definitely helping. I'm not exactly sure about France's role, but I know there's been MASSIVE amounts of the Afghanistan military getting training and general assistance from countries because of what's been going on over there.
It's undoubtedly time to pull out as there's not a whole lot left to try and do, but they have undoubtedly helped.

They have been helping, a lot. Actually, more than one buddy of mine in Afghanistan has said nothing but good things about the French soldiers they work with. They bitch a lot but get the job done, according to a few of 'em.
