You mean cultivated plans like using 500 million dollars to train 4-5 Syrian soldiers? With most of the supplies and funding going towards ISIS rather than the "moderate" rebels?
"If we retaliate it's exactly what ISIS wants!!" is such a dumb and tired meme. How could anyone want being utterly and completely destroyed? "It'll incite more extremism" is a useless argument since they're already gathering enough followers, especially from the West itself, without anybody having to start an offensive. It's barely going to make a difference in the end.
