This was a piece of art done for Team Fortress 2 (by fans or valve, couldn't care) that was meant for the WAR! update, where it was Demoman versus Soldier in a fight to win an item and prove who was the better class. It was intended as a mockery of Military propaganda, where both sides try to dehumanize each other. The joke is that Russia used it to try and (mistakenly) show the kind of propaganda America used. Except they showed this instead, and it could be seen as them supporting the Demoman. Bonus points for the Soldier being American.
