The money is just too good.
I think people are taking this the wrong way. What they mean is a single codebase. Windows itself will have different versions for different needs and with it different interfaces. For example in 9 for desktop users you'll have the start menu, for tablets you'll have the start screen. It's still the same OS underneath.
Kind of interesting how the big players are working on UI convergence across multiple platforms right now. Microsoft, Apple, Google and Canonical are all pushing towards having a unified UI across their different form factors, each having a unique style and format. Interesting times.
