It's not one's duty to know where and when snowball fights occur. Twitter or facebook doesn't make things "official". Calling it "organized" snowball fights doesn't make it more legitimate to hurl balls at non-participants who happens to require crossing the street. There is no universal sanctioning for snowball wars. This is just like when the chavs at my area gang up at the pedestrian tunnel below the highway near my place and claim to have the right to pepper everyone passing by with snowballs to the point where it borders assault/battery.
Drawing a gun is always worse than throwing a snowball, but from the policeman's point of view, the situation probably appeared to be a mob engaging him with snowballs for no apparent reason (he probably had a shitty day too, it makes you feel excessively exposed). Not to mention that the road might have had both sand and salt strewn on top of it, making any snowballs harmful to the car (hard to tell from inside the car, but if you had an expensive car as a Hummer you'd know how that feels then).
I'm not defending the police officer, I'm saying it's a dick move to involve the unwilling in fights. Sadly, most snowballs wars are sadistic, not fun.
