the police are at fault, they initiated possibly-hostile contact and caused a death because of their error. they are responsible and culpable for their actions.

what this really raises questions about is whether or not they had intentions to take the actual suspect alive as it was, if they had guns pointed at the ready.

Seriously, every cop is now out looking to kill suspects so they can be automatically placed on administrative leave, thoroughly investigated, and possibly have their career leveled and themselves imprisoned??
