Almost all of East Asia has SOME level of resentment towards Japan for the early 20th century. The Holocaust is often attributed to terrible genocide, but many dont know Japan killed FAR more than the Nazis/SS did.
I believe apologies should be issued, and it should be left at that. The more dwelling is done, the slower progress on everythig else will be made.

Yet their education system tells them what they did during the war was a good and justified thing. The Japanese look down extremely on other Asians seeing them as inferior still.
I suppose this comes with the change in their political landscape with the Democratic Party of Japan being voted in. It would have been impossible for a high-level government member like this gentlemen to apologize during the Liberal Democratic Party of Japan's nearly uninterrupted rule for the past 60 years.
Like Vasili said though, there is still a ways to go. There's a lot of a revisionism in Japanese society to downplay or outright ignore what had occurred in their imperialist era.

When there are social tensions between the people of those nations, sometimes these things are necessary. Japan isn't exactly on good relations or reputation with many of their neighbors.
