Not to be paranoid, but there's some dangers with inventions like this. I wouldn't be sure if we're going to see the undead take over the cities, But if bactearia and such viruses would get in touch with this gel... It could transform them into super viruses.
Basically you're paranoid that the gel would somehow reactivate a dead person's brain. Sure it'd probably be able to repair the brain, but it'd require oxygenated blood flow to reactivate all the vital brain functions. And even then the results would probably only vary from memory loss to being in a vegetative state.

Already have that, it's called Morphine.
Morphine does even better, because this stuff takes weeks to months to work, we're talking hours or, at worst, 2 days before they can get to a proper medic.
