Well, to be honest, most presentations by Valve are simple templates and are made in Powerpoint.
They just don't put effort into presentations.

They have talked about how they attribute titles to them so they don't confuse outside elements.
And what the fuck does senior developer mean anyway. Is he a developer of the Source back-end? Or is he developing steam solutions? Maybe he's directly developing games on the new Source engine.
If this presentation was a private presentation to outside people then it's not at all stupid he would attribute himself as "senior developer" since that means he's worked at the company for a while.

You'd have to use custom textures, shaders and models sure, but it's the same deal with any engine unless you're going to use the stock textures/shaders that come with the engine (which for a proper dev project it's unlikely)

An important factor is also how streamlined that process is, I.E how flexible and time-effective are the development tools. Can you easily import assets, build your scenes quicky and spend most of your time tweaking the details, or do you have to do a lot of external faffing about to get things to look the way you want? The more advanced graphics standards get, the more important it is to have "smart" developer tools that can minimize effort needed to achieve the desired look. This is both a matter of how powerful the dev tools are as well as how much the game engine itself can figure out automatically. While great in many ways, the general consensus seems to be that Source is not too good of an example of this by current standards.

partially, maybe, but as easily? definitely not. i don't even think source supports colour specmaps? which in my opinion is a really fundamental way of getting proper realistic material definition in games these days

To be fair, that is probably the only time Valve has done that, and this was never supposed to be seen by non-employees in the first place. Every other tease has been members of the community trolling each other.

It's not there for the sake of teasing any general audience, as the handbook wasn't meant to be in the hands of the public.
Fact is that everyone can download and read it and that is made by Valve.
