If the policy existed at all then it's relevant. Just because they decided to take back their exclusivity policies doesn't mean that all their actions are now justified and all is right in the world. Riot Games recognizes Dota 2 as huge competition and they don't want to compete fairly. This is somewhat irrelevant, but Valve posted this picture to the Dota 2 Instagram about 12 hours ago: http://instagram.com/p/cFGIIoI8hR/
"Unfairly" competing isn't really that unfair. If you can't win the game, change the rules. Any other course of action is just plain stupid.

Once they realized that Dota 2 would be a huge competition, they should instead try to improve League of Legends instead of trying to spread bullshit about Dota 2 and continue to promote even more anti-fun mechanics. (http://na.leagueoflegends.com/board/showthread.php?t=293417) League of Legends is a great game, but holy fuck Riot Games is incredibly stupid. When Heroes of Newerth saw League of Legends as a competition, they realized that instead of suing LoL or whatever, they should make their game F2P and copy buying heroes/champions like LoL, which they did. Trying to apply the "change the rules" logic here is a terrible idea and only gives you a bad name.
