I hope it's a freemium puzzle game for Android and iOS

Thing is with open-world action games is that it doesn't matter how big the world is if there's barely anything to do in it. And even then, if you have to go to a certain point on the map to activate an event, especially if it's on the other side of town, you end up having to spend a long time travelling there even using transport. Unless you have a fast travel system to whisk you away and get you there in a matter of moments, getting to the mission start in an open-world is a fucking commute. Ideally, "open world" games should slide away from trying to simulate an entire city (especially if they're made for the pathetic consoles of the current generation) and instead focus on more medium-large environments that are more structured and rich, built for certain purposes while offering multiple ways to approach your objective(s). The worlds would still be relatively open, but with less filler and less pretence of being a city simulator. Save that stuff for Cities: Skylines and other games that revolve around simulating and managing an entire city.
Based off the website, I doubt this will be a city builder. It's really giving me BioShock vibes, especially the whole "advancements in medicine, and gene therapy" thing, gives me a plasmids feel when they talk about gene therapy used to rid illness of the "mind, body, and spirit". Also the messages saying people have gone missing.
Getting a syndicate vibe from all this, not the FPS game.

If they didn't I welcome it, since ARGs are usually fun. That said, is Team 13 related to Firaxis somehow?

I don't know, for all we know Team 13 could be an elaborate cover-name and next thing we know Firaxis goes all Vince McMahon on us at E3 before revealing the game to be XCOM: Enemy Below.

Yeah that's probably the case. But the possibility is still there, at least.

The third XCOM game, XCOM: Apocalypse takes place in a huge futuristic city. XCOM: Apocalypse had some really in-depth mechanics based around this that could totally be recycled for a new XCOM, especially one based around a single huge future city run by a corrupt government. The corporations and political organizations will make profits, perform research, manufacture items, and even fight covert battles with one another independently of the player. For example, if Megapol, the city police, are making lots of money, they will be able to maintain a strong presence in the city, attacking alien ships and other hostile aircraft. The more damage to the city, and the greater Megapol's financial trouble, the less they will be able to respond to enemy attacks across the city. One of these organizations, the Cult of Sirius, is a group of religious fanatics who worship the aliens, and is inherently hostile to X-COM. The aliens, rather than simply signing non-aggression treaties with the various corporations, will attempt to infest their CEOs and take control of the organizations themselves. If the Government becomes hostile towards X-COM for any reason, such as alien interference or excessive damage to Government property and personnel, then the X-COM project will receive no further funding. This is a potential disaster for the player, and can lead to X-COM scrounging out a miserable existence, stealing from other organisations in order to survive. However, with perfect management, X-COM can outpower the entire City's military, while being richer than even Food Monopoly Company Nutrivend, then destroy the whole city and get away with it, given the game's superb flexibility. Having friendly relations with both minorities (the android organisation S.E.L.F and the hybrid Mutant Alliance) can result in superbly talented recruits of these races becoming available in following weeks. Originally, the game was going to be much larger and be even more in-depth, with political intrigue helping to bring the city of Mega-Primus to life. An unimplemented weapon called the Tracker Gun could be fired at an unsuspecting enemy, attaching some kind of tracer onto his clothes. That's pretty deep, though I dunno how much could be put into an XCOM day today, due to all the pixels that high-budget games need to be made out of nowadays. I mean, even the "recent" Enemy Unknown had the researched weapons be all-around just upgrades of regular ordinance (laser rifles are better than assault rifles, plasma is better than laser, etc), only one base, replacing action points with two pips, only one Skyranger, no base invasions beyond the one in Enemy Within, for the most part paling in comparison to the XCOMs of the past even if it was still fun.

I will be so happy if this is a city builder.
The concept looks like a city builder, but the teaser site gives it a dystopian vibe that goes well with futuristic RPGs. I'm banking on a hyprid of both types.
Wonder if it's going to be kind of like Savage 2. Either way it looks interesting, can't wait to see more.

Just gonna put out there that Firaxis and 2K have recently been getting involved with the Xcom community again for the first time in a while. They've been talking about it a lot on their relevant social media accounts and have also been hosting a popular xcom streamer and promoting the game that way on their twitch channels.
Just in case it [i]is[/i] a new XCOM game, I have just finished taking the necessary precautions. Hundreds of small tombstones have been chiseled, and my wallet is loaded into a large cannon pointing at the nearest computer monitor.
