All he had to do was download several hundred collections of CP.

The mods on /b/ are usually fairly careful and quick to toss anything if it's flagged with "illegal content" within a couple minutes of report time. The deepweb, on the other hand, is an entirely different story. It's virtually impossible to track, and as a result, it's one of the biggest caches of illegal stuff on the internet (the silk road, assassination marketplace, cp, etc.).
