What disturbs me the most about this is that there are so many pictures and videos (and probably more) depicting child pornography in existence

All he had to do was download several hundred collections of CP.

The mods on /b/ are usually fairly careful and quick to toss anything if it's flagged with "illegal content" within a couple minutes of report time. The deepweb, on the other hand, is an entirely different story. It's virtually impossible to track, and as a result, it's one of the biggest caches of illegal stuff on the internet (the silk road, assassination marketplace, cp, etc.).
