Look at some of his interviews. He seems a lot more concerned with capturing Snowden than reforming the NSA. While it's true he doesn't have to worry about re-election, he still has a reputation to uphold. The more he screws up, the harder he makes it for a Democrat to win in 2016.

I mean I get it's easier to get someone to vote for a face than some faceless mass of people and ideas, but even after the elections it seems like he's viewed as the guy with all the important strings in his hands, when really he's more of a mediator with a powerful veto than anything else.

I want to believe he wants to do the right thing and lessen up on these surveillance programs, but even if he really does want to I think he's gonna have a hell of a time trying to get anywhere with his reforms. Hell, nobody can even agree on his healthcare program.
