Yes, I think that the low arrest rate is a very clear indication that the Air Marshals are being very effective.

Frankly I'd be in favor of a government sponsoring an independent researcher to test to see exactly how much of a danger pistols on a plane would be.
If they conclude that they do not pose more of a danger in the air, than one the ground, then they should be allowed.
I understand the urge to restrict their presence on aircraft, without a doubt, but I demand a higher standard from my government than "ooh that seems kinda dangerous, lets ban it". Personally I don't imagine a few holes are going to do much, but I don't place a great deal of faith in information gleaned from Myth Busters.

I trust mythbusters, but I don't trust them when the loss could mean 100's of lives

The current system isn't ideal either, but the difference is that air-marshals are less intrusive and still effective.
