Our government is compartmentalized. The president acts as commander in chief of the military, but that does NOT mean because he has powers in the U.S. means the military does. There is absolutely nothing in the constitution permitting the military's inner-border jurisdiction. In case you didn't realize, the entirety of the Constitution is a list of "The government may NOT." If there is anything that says something may not be done, it MAY NOT be done. Articles 1-7 establish that quite clearly and make no attempt at saying "The government can do this" without first qualifying it with "The government MAY NOT do this."
