Considering how simple it actually is to do a DDOS, most of the people that do these kinds of things revel in the fact that others consider them little shits. They get what they want - the emotional response.

Its not that they can't locate them, its more like DDos game servers isn't a national security concern.
The suit thing kinda makes it obvious the Twitter info's just an attempt at sending people on a wild-goose chase. The more they specify how they look like and where they are, the more likely it's just to redirect attention away from them.
Unless they're looking so much for trouble I find it less believable than what I wrote above.

here's the breakdown on the whole streaming business.
every 1000 viewers, in an ideal situation where not one viewer has ad block, a single ad should net you about $3-5 depending on the length of the ad played.
a subscription to a stream costs $5, but only $2.50 goes to the streamer, and the other half goes to twitch. in the past, subscription disabled ads as well, but they changed it when they introduced turbo accounts.
a turbo account costs $10, and all of that goes to twitch directly and all it does is give you no ads and more name color options.
there are also some streamers who set up donation links that directly feeds into the streamer's paypal.
