Constitutional rights. We have compulsory education, but there have been several supreme court rulings that give parent's tremendous leeway in the raising and caring for their child. Typically that's a good thing. Children with special needs can be easily pulled from school and home schooled, which frees up their schedule for things like speech or physical therapy. You can also just hire private teachers.
Situations like this are the bad side.
Typically there should be routine checks to verify the welfare of the child. It's possible that the child's mother was falsifying paperwork so that the kid appeared to be doing adequately in school. It's also possible that they simply didn't get around to verifying anything. Social services are clinically underfunded.

We don't know, which is why I think that rather than execution or lifetime solitary they be enrolled in a mandatory psychiatric study so we can better understand why people do things like this and prevent it from happening to others.

This kind of thing is happening more and more often. It must be extremely difficult for these assholes to put these poor kids up for adoption, or maybe they get off on abusing them cause it makes them "empowered" or some sick bullshit.

I remember an article here a few years ago where they found this girl with environmental autism, in a very similar situation - this case would likely be the same (if it isn't already) if the poor kid was locked up at a much earlier age. I remember them saying she was so damaged she doesn't even respond to touch - even apes/animals react to being hugged.

Likely a narcissistic parent who used the boy as an example of what would happen if the other two didn't fit the image she wanted to project onto them.
The really perverse thing is that with narcissists they simply assume everyone, everywhere, shares the same emotions and worldview as they do. In her mind, everyone secretly knows she did nothing wrong, even the boy she starved nearly to death. In a way it's more fucked up than sociopathy where you are aware that what you're doing is wrong but simply don't give a shit because you're neurologically incapable of feeling empathy for others.
She deserves to be locked up, but if anyone thinks she's going to think about what she's done or have a hard time living with herself once that happens, think again. The most that'll go through her head is wondering why this happened to her and what she could've done not to get caught. And that's fucking scary.

Again, this is why I think that when we come across this case the accused should be sent for psychiatric study, not so much to "fix" them personally but to understand why this happens, how to spot it and take steps to pre-emptively ensure that nobody gets hurt and in an ideal world rehabilitate the potential offender.
While human experimentation, especially without direct consent is a bit of a taboo subject if all you were going to do is lock these people away forever you might as well try to squeeze something good out of it.

This girl was locked in a dark room until she was 13. The only forms of communication she received was beatings and was not allowed any social interaction.
This caused her to lack almost all language and made her mostly feral.
Why would parents do this shit what the hell? It just makes me sick.
I live in toquerville, where this headline comes from. Kinda sucks this is the attention our little town gets internationally, but that's rural Utah I guess, haha. It's a horrifying story and everyone here is pretty shocked by it, though their house is one of the isolated ones around here.

We have a pretty good working idea through sociopathy and recursive habitual behavior models.
This occurs rather often in less extreme ways, especially if the child is prone to acting out or rebelling, or the parents are authoritarian.

He probably did lose a ton of bone mass from a such a total lack of calcium intake. His bones were probably very very frail
