Some of the more famous staff-measured studies have only had like 300-400 participants. When you're dealing with about 3 billion people who have a penis then even a number as big as a thousand... 10000 even isn't exactly a very sizable sample.

I live down in this shit pile, and frequently visit the other countries in Africa.
The 'Pope' has nothing to do with the distribution (And in some rare cases, redistribution) of condoms in Africa. People here just refuse to use it because they say it 'angers the elder people of their culture' or 'it does not bring you to a full orgasm.
