There's a difference between freedom of speech and freedom of economic activity. Almost all countries regulate economic activity to protect the country from having certain parts of the economy collapse.
If a German citizen for example incites for an economic and academic boycott, for whatever reason, will he be fined as well? (or any other country). Edit: To clarify, I meant for a boycott against their own country.
They could potentially. At least they would be liable for defamation in a German court.

I really don't see where boycotts aren't part of your rights.
Yeah, I mean inciting for boycotts are some people's way of criticism, how about we fine people making funny comics about politicians or something like that?
