They propose to get the west off their back about it that they would not make any themselves, therefore verifying they are not enriching to weapons-grade levels, in return for the west giving them low-enriched in return. It's a win-win that we've refused several times. We actually offered a plan where Brazil and Turkey would give them low-enriched and they would stop enriching in return, but they had previously said no, and we harped on them. Now that they're ready to do the deal, we harp on them more. Also, Ahmadinejad is an idiot and does not represent the Iranian populace. Oh wow I totally didn't notice that I was ninja'd by an hour.

Iran only rejected doing the deal with the U.S. only, presumably due to the hostile diplomatic relations they have. Ahmadinejad is just the prancing puppet behind this zealous regime. This Islamic Republic is probably the worst thing to happen to Iran, much to America's (or rather, Bush's) liking. Closer inspection to the history books reveal just how closely the USA worked with the Shah (the former ruler of Iran), but when he got in the way of their operations they had him overthrown. You completely depose the ruler and the country falls into chaos, fertile grounds for you to handpick the next big cheese to step up and work under you. The Public's eye is easily manipulated; you take one insensitive, loud-mouthed "President" and you blow him up all over the news to spark patriotism. Kind of like what happened in Iraq..
