I believe they attacked cause it was near their country, they did board and asked the captain questions, most likely as to why he is near the NK.

North Korea does this all the time to SK fisherman except they take there haul or take the boat and its crew hostage.
So let me get this straight
A North Korean boat sees a random boat floating around
They fucking DECIDE to destroy it, with no radio communication
They shoot at it with automatic weapons and signal flares, and miss EVERY SHOT, not even hitting the fucking boat.
And the boat belonged to Russia, their ally.
I can't believe I used to be even mildly worried about NK.
they probably thought it was an american vessel...

I'm going to venture a guess and say the NK navy thought it was one of their own boats carrying refugees or deserters.
