They're like submarine ballast tanks. Since the ship has a gigantic hole in the hull, it obviously won't float if they tilt it back upright, it will just sink. The tanks will be used to make the ship able to float level in the water.
The tank blocks on the submerged side of the ship are flooded and will slowly be pumped full of air, along with cranes pulling on the ship to upright it.
