working around an actor's death is what hollywood does best
Given how far CGI has come (down to a very nearly convincing digital actor in Tron) hopefully they can magic up a decent replacement for that scene

The technique they used for Benjamin Button although should be more refined because it was so uncanny valley.
this happened with heath ledger in The Imaginarium of Doctor Parnassus, although that was a bit easier to work around because of the weirdness of the movie explaining away why the actor completely changed

Well if they didn't have a single scene shot with him they can always hire a new actor to play the same role. It's not the first time a character would change drastically between movies.

They could just replace his character in that scene with the long haired blond dude
apparently not many people knew PSH's character is critical to Katniss and they definitely can't just have him recast or replaced

Good, I hope they cut him out of the movie entirely. His portrayal of the character is an insult to the character Suzanne Collins masterfully crafted and he has no place in the post-nuclear apocalyptic world portrayed in the novels. It is completely unrealistic that the character's mannerisms would align so closely to those of a pre-apocalyptic American businessman in showbiz like his portrayal does and far more vital scenes were cut in the last two films which were essential for building Katniss's personality, not to mention vital scenes like the the foreshadowing of the existence of District 13 early on in the pre-Games part of Catching Fire. It's so obvious he was not even familiar with Collins' novels because if he had read any of them he would have understood the emotional depth and weight behind every character in Collins's writing and his performance would have been infinitely better than his despicably predictable Plutarch. His performance was disgraceful and an insult to the greatest book series of this generation and honestly when he had his drug overdose it was probably the only experience he had where he truly connected to his character's deep internal strug. It's a shame we didn't get his death on camera because I would have enjoyed it more than what was actually recorded for the film even if they had to force it in to the plot and ruin the otherwise flawless script.
So CGI him in the last scene. It wouldn't be the first time a death has caused a scene to be CGI'd, and no one even knew until they were told about it

well in this case, the majority of people (I'm assuming) know of his death. The CGI has to look so good that people shouldn't have to think if it's real or not. A shitty CGI of him would be insulting. The safest bet is just finding another actor.

Sometimes, an actor passing away mid-film can really be costly, and such was the case with Oliver Reed. Reed died from a heart attack while filming "Gladiator" in Valletta, Malta on May 2, 1999. Known for his alcoholism in real life, it was reported that he drank eight bottles of beer, three bottles of rum and many more shots of whiskey the night of his death. In order to complete the film, body doubles were used and then Reed's face was added digitally. The process cost upwards of three million dollars.

I've read the books, and they have already gone far enough away from them might as well just kill this game maker off and have another person take his place.
Also it depends on the scene that hasn't been filmed, as its “one major, emotional scene left to film in the final installment of the Hunger Games series, The Hunger Games: Mockingjay – Part 2.” which I would assume would be near the end of the book in which case Haymitch could do it.
