Does it fucking matter? Point is that there were a lot of completely useless vocalize command that practically begged users to spam them, and that's exactly what the majority of its fans were doing with it.
If vocalize had been purposely limited to the "important" voice commands for the sake of letting players avoid the radial menus in critical situations, I wouldn't mind. If you were among the ~2‰ who used vocalize constructively, I feel with you honestly since I'm an avid fan of realism-oriented L4D games, but I doubt it.

Goddamn vocalize commands were the only thing that was making L4D2 still fun for me.
You can still do it by making a custom radial menu and putting it in the form of a vpk. If they release a patch for that though I'm going to be fucking pissed.

My point was that you can't use sv_cheats unless the server owner specifically enables it.
I wonder if they could of made it so client side it didn't display any vocalize commands that other people do through the console.
