The mother was pulling her shirt / dress down a bit.
She was grabbing her arm in such a way that the neck line was being tugged. She wasn't even letting her raise her hand back up, so the girl had to use her other hand to adjust her jacket.
Also, the mother and another woman were holding her back like they were afraid she was gonna randomly bolt off.
So it's not the girl's fault, nor her clothes, but her relatives' crappy "pose as a family" techniques.
It's no big deal, it's just a 10 year old. It wasn't even suggestive in the least. The editors probably didn't notice because it's a 10 year old.
And if they did notice, (which it's hard to), they may have figured that blurring it would just draw even more attention to it. But then again, they could have just brought some logo up or some other graphic.
Besides, come on.
It's a 10 year old whose neck line was too low for a second.
