It really boils down to poor people do crimes more often, and a higher percentage of people of color are in poverty, so put two and two together and yes, a higher portion of crimes are committed by black people. It's probably how people state it, but I honestly believe that by pointing out a large portion of perpetrators are people of color, it's pointing out some terrible problems with society that need to be addressed. To put it bluntly - it's not about who, it's about why.

That is the sad part really, people deny that racism is still prevalent because it isn't as easy to see as it was 50 years ago.
