Um, the only reason she hasn't died of breast cancer is the NHS, since I doubt she can afford to go private.
While it's terrible that she's been denied the operation, look at it this way: if you had to choose between treating one person for breast cancer and then giving them reconstructive surgery, or treating two people for breast cancer, which would you pick? The NHS has to spread out its costs and with an ageing and increasingly unemployed population, less money is coming in.

The problem I have with the part about her being told she would get the reconstruction is did the people who told her that have the power to make that decision? If yes, then she should get it since they shouldn't be allowed to change their minds after she gets the surgery(since there is no going back from that).
If they didn't have the authority, then I don't see why she should think it counts. If someone told her "You'll get the surgery, don't worry" then all she needed to do was ask "are you the one who'll be approving it?"
If they say "No, someone else will do....", she can stop them right there. If YOU aren't the one who approves it, then your word doesn't mean jack shit.

Emotional trauma...leading to severe depression...leading to suicide or harming of others...including family...etc
I'd feel devastated if they said they'd give re constructive surgery but then decided not to because they got your hopes up.
I am surprised anyone here thinks that "it's only a breast" when it's a very distinctive part of the female figure. It probably makes her feel like less of a woman and low self esteem/depression can become a serious issue if left un treated like Gummylamb said already. This isn't some 12 year old "my parents grounded me so I am depressed and my life sucks" depression it is an adult who has just battled cancer and had months of chemotherapy, which I have heard leaves you feeling constantly like shit. I am sure she feels let down.
I hope they do reconsider. They probably only did because it is getting some kind of media attention.
