Cellophane is pretty difficult to use, it's not flexible enough and it doesn't stick to itself like PVC or LDPE wrap. Cellophane is brittle at colder temperatures, but I've made it work by stretching it tight, gluing it (this was in a garage, don't do this if you value your walls) and then using a heat gun on it. So if you're ever in a situation where it doesn't need to look pretty but just do the job, it's an option.
Also, once it's up and put up tight, the cat will more than likely not care because it's very transparent and there's nothing fun hanging off to play with. I'd ask before I did anything that wouldn't be easy to undo (like plastic on the windows) so I wouldn't be stepping on toes. I do hope your pictures convince the housing association to do their job, the amount of frost you've photographed should [b]never[/b] happen, there isn't even supposed to be any frost to begin with.

the cat is demon spawn and will prod at anything he can reach, it's considered a cat scratch deterrent to put clear double-sided-sticky-vinyl on the side of a couch (roommate has access to it from work) but he just uses it to make louder sounds when someone's close enough to hear him and get mad

normal lakes are frozen thick enough for ice fishers and packs of snowmobiles, lake michigan remains water, save for ice built up at the shore.
