I'm pretty sure if you're starving, you care far more about getting enough food and water to survive than being persecuted for being gay.
Also I don't see how a group focusing on one problem is really "bias".

You would lose South Africa too. It can already barely handle the massive amount of immigration from Zimbabwe, thanks to it's horrible mismanagement by Mugabe. To give you an idea of how horribly he's run shit into the ground, almost 1/3 of their population (3-6 million people) have been killed by his regime.
