I understand why they want to enforce those. I guess in accidental cases you'd first get a warning.

The logic would probably be that someone standing around taking tons of pictures of important monuments and government buildings probably isn't a tourist, as a tourist would only take one or two pictures and leave. I can't really say for sure though. I would actually send an email to a city official, they might tell you the reasoning behind the law.
Most of these laws you probably just get fined for IF you get found out. Or they're old laws that the police just ignore like other old, crazy laws there are like no ice cream in your back pocket and shit like that.

If you injure the person or kill them it isn't a minor offense anymore. However if you just bump the guy without causing serious lasting damage, it isn't much of a big deal tbh.

Plus time to set up for that.
These are all perfectly reasonable to get fined for, some arrested for, but not all of them.

How are these minor offenses? Some of these are downright terrible and some of the lesser ones I can still see myself getting arrested for. Like, I hate when people plow their driveways and leave big snow banks and ridges in the road you have to crawl over or like bottom out your car.
