If the boss wants people who spend less time on the internet, then it's completely logical for him to exclude FPers. Arrest those who have done crimes and do the proper legal procedures for the situation. Don't pass those crimes to non-criminal innocents who only share ethnicity. Do work to make vetting better in order to keep out those who have already committed crimes.
