Mobile isn't broadband, it has horrendous ping times, extremely inconsistent speeds, and usually low data caps (<10GB).
So, ruling out mobile internet, most people only have 1 or 2 actual broadband providers, of which both likely received public money in the 1996 telecommunications act, and still receives [url=http://arstechnica.com/tech-policy/2011/11/big-isps-dwell-in-tax-break-heaven-according-to-corporate-tax-study/]billions in tax breaks[/url].
I participate in getting municipal fiber in my state, and it has been outright met with corporate anti-consumerism, literally our tax payer association has a century link VP in it's executive committee, and has been releasing outright [url=http://www.freeutopia.org/2014/06/10/econowest-associates-report-for-utah-taxpayers-association-makes-huge-mistakes-omissions/]falsified information[/url]. The US has a very anti-competitive and anti-consumer broadband market, and getting rid of net neutrality will only make it worse.
i believe that the government should be able to allocate better services to their facilities in times of crisis but i do not believe that ISPs should be able to decide the service priority, leaving it equal to all

Your'e missing the point. In Europe it isn't that bad compared with USA when it comes down to ISP's but at the end of the day switch wont help since they are more or less identical, one comes with a better call package, the other comes with cable TV. Or one gives you 6 months free on an 18 month contract and another one will be cheaper with 12 month contract but no free 6 months.
It's a cartel, they don't want to be competitive because that means they need to spend money on the infrastructure and have to lay cable, so they are all in on it. Prices and packages may be different, but if you look at everything they do or don't give you, you will almost certainly always get the same "value".

Unfortunately, I've heard a lot of people that are against it purely because the Republicans are against it and the Democrats are for it. Sorry I actually want innovation, and that the only way to get that is a government regulated system, deeming internet providers as utilities, especially after all my tax money they've gotten.
I know you've got a priapism for free market, but what we have is nothing near that, airwaves are heavily controlled by the FCC; which means competing there is hard (and again, mobile isn't broadband). And Comcast/CTL and a few others have a direct stranglehold over pole-rights, and spend immense amounts of money preventing competition coming in.

Remember when cell phone companies used to give unlimited data plans? You don't see those anymore. ISPs know they couldn't get away with limiting the amount of data we can access, but I bet they would sure like too. Data throttling is basically that, but made more confusing so less people understand how they're getting screwed over.
I've just only seen limited data plans appear recently, prices of unlimited are same as before
I'm paying 20€/mo for unlimited 4g. Can't even get broadband as fast as that in this apartment

Next to the fact that after about 1 gig, you get even slower pings on your mobile network. Even if you have an "unlimited" amount of data.

No. Not at all. But as I said, I want to be able to do whatever I want (as long as it's not harming other human beings or straight up illegal) with the things I buy. Internet being one of those.
Also a gigabyte costs about a cent for an ISP to transfer to me, the real cost for them is infrastructure and service; not the actual data being transferred. At least for home internet data caps are pure bullshit.

Why are you actively against the progression of technology? I prefer physical media for music only. But for video games, 99% of the time (sometimes cool shit comes with boxes) there's no reason to buy a physical copy rather than downloading it. It's also better to do so, as it's less harmful to the earth to just send some gigabytes of data than to manufacture a cd, box, and booklets.
