The police are allowed to do this? Don't the governments of most American cities, if not all cities have a whole service dedicated to dealing with animals in a reasonable way?

I thought cops could only euthanize animals if they were already mortally wounded. My sister, who's a cop, had to "euthanize" a moose when it had been run over and 3 of its legs were broken. But even that was a special case, since under normal circumstances you'd get a hunter to do it for you. But killing 5 kittens? Isn't there like an animal pound (or whatever they're called) for stuff like this? Even if they are feral, that doesn't mean they can't be domesticated.

My cat was born under a hay shed, and lived with his mothers aid for about 1-2 months in the wild, and then our cousin asked if we wanted a cat so we took him. He was the wildest fiercest bastard the first few months we had him, but now 7 years later he's as domesticated as any cat ever.
