Theres a line between America not moving on ever and being constantly in angst and people "spitting" on other's graves and sitting their asses on their names, where one can find perfect harmony.
This seems like it was the second option though. You don't need to be crying and going "WHYYYY?!" and be constantly sad. But imo, sitting your ass on someone's name or resting your coffee on it is a bit disrespectful.

The museum is free, the visitor center is free, the guided tours are even free. You can choose to donate money to them if you want, but you do not have to.

I think it's odd that it took them ten years to build a memorial if respect for the dead is that big of a deal.

People always must respect the dead. One example, once I saw a small plaza in town where many innocent victims of the reformation died.
Somebody had the nerve to share a joke there, and to get a hotdog from a nearby kiosk.
There's a plaque that says you can't do anything but touch the memorial.
Tourist or not, I'm sure they can fucking read.

That's not what I meant at all, where did you get that I didn't a world where people to be able to freely love each other out of my post?
I just thought it was a little odd to see that at a place where such a tragedy occurred.
